The device serial number (dvcSrlNo) is not registered or approved in KRA's system.

Likely Causes

dvcSrlNo not yet approved by KRA
Sandbox serial not pre-provisioned on the test server
Production serial used in sandbox or vice versa

Fix

In sandbox, try device serial dvcv1130 — it may be pre-provisioned. In production, email timsupport@kra.go.ke with subject 'Request for OSCU Device Registration — [Company Name] — PIN: [Your PIN]'.

Gotcha

This error is unrecoverable without KRA intervention. You cannot self-register a device serial. Budget several business days for KRA response.
